Vacancy for Parish Clerk and Responsible Financial Officer

(One Contract of Employment with each Parish Council)

Pill & Easton-in-Gordano and Abbots Leigh Parish Councils are two adjacent parishes within North Somerset.  We are seeking a proactive and forward-thinking Clerk & Responsible Financial Officer who will hold overall responsibility for all aspects of the two Councils’ service delivery, due to the current Clerk moving away at the end of the year.

The role for Pill & Easton-in-Gordano Parish Council is a salaried, flexible part time – 27 hours per week contract, while for Abbots Leigh Parish Council it is approximately 7.5 hours per week, paid for actual hours worked.  The salary is in line with NALC SCP 22 – SCP 27, depending upon experience.  You will also be enrolled on the Local Government Pension Scheme.

Pill & Easton-in-Gordano has 15 Councillors, with a precept for 2023-24 of £114,400.00.  Apart from statutory duties, it has responsibility for street lighting, recreation areas, allotments and a Community Centre (leased to Management Committees).

Abbots Leigh Parish Council has 5 Councillors, with a precept for 2023-24 of £31,550.00.  It is responsible for a small recreation area, and the Village Hall, for which a residential Caretaker is employed.

The current Clerk works out of an office within The Resource Centre in Baltic Place, Pill, BS20 0EJ, from Monday to Thursday.  There is also a need to attend occasional evening meetings for both parishes.

The successful candidate will be self-motivated, able to work unsupervised and be comfortable with engaging with members of the public on a regular basis.  They will have strong verbal, written and IT skills.  An awareness of how Local Government and the planning system works, together with some experience in financial management would also be advantageous.

The applicant will also be expected to hold a Certificate in Local Council Administration (CiLCA) qualification, or the willingness and ability to obtain this qualification within 18 months.
