PILL & EASTON-IN-GORDANO PARISH Committees

Playing Fields & Open Spaces Committee

In accordance with Council policy and Standing Orders, this Committee has delegated
responsibility for all matters relating to:

  • Ham Green Playing Field
  • Brookside Playing Field
  • Hardwick Road Playing Field
  • Longshore

This includes the provision of new and improved services and equipment, provided this
comes within the agreed budget.

The Committee has delegated responsibility to respond on the Council’s behalf to requests or
suggestions relating to the above areas from other community groups, if necessary with
reference to the Finance Committee.

At least twice during the year the Committee should monitor its expenditure against its budget,
and report back to the full Council.

Where proposals have financial implications beyond the agreed budget, these need to be
submitted to the full Council for discussion, if appropriate via the Finance Committee.

Environment, Highways and Transport Committee

The Committee has delegated responsibility:

  • To deal with all matters falling within the Council’s remit that relate to
    environmental improvement and improved facilities within the Parish, apart from
    those relating to Playing Fields & Open Spaces. These could include streetlights,
    litter bins, dog bins, notice boards, street furniture and waste recycling as well as
    specific improvement projects. if appropriate, this should be in liaison with the
    Community Forum or any other relevant organisations;
  • To respond on the Council’s behalf to requests for support for improvements from other
    community groups, if necessary with reference to the Finance Committee.
  • To recommend representation to be made by the Council to the appropriate authority in
    respect of highway and transport matters, apart from day to day maintenance and
    repairs;

To recommend responses to all relevant consultation documents relating to
highways and transport matters.

Planning Committee

This Committee has delegated responsibility:

  • To consider and respond to all planning applications and planning appeals;
  • To identify, comment upon and refer to the relevant authorities, any matters
    considered to be in breach of planning permission;
  • To consider and comment on any planning matters relating to the Parish;
  • To recommend responses to all relevant consultation documents relating to
    planning and associated matters;

Finance Committee

Under the principles of the Council’s Financial Regulations, this Committee has
delegated responsibility:

  • To prepare the Council’s budget and precept requirement for presenting to the
    full Council for ratification;
  • To monitor the draft end of year accounts prior to the Annual Parish Meeting;
  • To consider and make recommendation regarding requests for donations and
    grants;
  • To monitor expenditure and review performance against budget;
  • To ensure internal financial monitoring fulfils the requirements of internal
    audit preparation
  • To ensure the Council is adequately insured;
  • To discuss and make recommendations regarding the setting up or renewal of
    leases;
  • Discuss and recommend possible areas for development in the following year.
