PILL & EASTON-IN-GORDANO PARISH COUNCIL
Parish Councils are the lowest tier of Local Government and their powers are limited, but they are capable of using relatively limited funds to make significant differences to the lives of local people. Pill & Easton-in-Gordano Parish Council, for example, provides core funding to enable the Parish Office and Resource Centre to operate, and to maintain a youth service. We are also responsible for most of the street lighting in the village and are gradually converting these to LEDs, to improve the reliability and save both both and carbon emissions. Parish Councillors are elected every four years to serve their community.
The full Parish Council usually meets on the fourth Monday of each month at 7:30pm in the Resource Centre. A schedule of meeting dates for the current year can be found here and on the parish notice boards. Other arrangements are covered by the Council’s Standing Orders.
The Council has a committee structure. There are three standing committees:-
– Playing Fields & Open Spaces
– Environment, Highways and Transport
The committees meet monthly on the second Monday at the Resource Centre, except
when this has become a full Parish Council meeting (see above) or where this clashes
with a public holiday. There is one ad hoc committee, Finance & Personnel, which meets as
necessary. There are also two sub-committees, Pill in Bloom and Public Footpaths and
Rights of Way, which meet as necessary and have co-opted non-council members.
The Council has formal representation on three community groups:-
Easton-in-Gordano, Pill and Ham Green Community Forum – which uses funds provided by the Parish Council to support community activity within the village.
The Friends of Watchhouse Hill – which liaises with North Somerset Council in
the management of that open space.
Children and Young People’s Partnership – which was established to organise
youth work when funding was reduced then removed by North Somerset
Royal Portbury Dock Port Liaison Committee
Regular information concerning the work and activities of the Parish Council is
published as “Parish Council News” in the Pill Paper and on the website. Each April
the Annual Parish Meeting takes place when the Council reports on its activities for
the past year, outlines some of it plans for the future and invites discussion and
HOW WE MAKE DECISIONS AND THE ACCESS THE PUBLIC HAVE TO
Decisions are made as a result of proposals made at the monthly Council meeting.
However, committees have delegated responsibility to make decisions within their
budget and relating to their area and report them to the next Council meeting. This is
particularly the case with responses to planning applications. More often, the
committees recommendations are made for the full Council to ratify. The Clerk has
delegated responsibility to make decisions relating to maintenance and repairs etc.
within a designated budget.
The agendas for both full Council and Committee meetings are published on the
Parish notice boards and the website a few days before the meetings. Full Council
meetings begin with a Public Participation session when any parishioner can raise an
issue with the Council.
